Guidance for installers, landlords and tenants

For people who live in privately rented properties, there are a range of measures available to those households that are in receipt of benefits, or on a low income.  These measures are designed to help keep the property warm and can include cavity wall and loft insulation.

Qualifying households must have an Energy Performance Certificate (EPC) rating of A, B C, D or E.

In the event that a property has an EPC rating of F or G, or is unrated, the property will only be eligible to receive a renewable heating measure or solid wall insulation.

Unlike other schemes that fall under ECO3 for social and housing association properties, in the private rental sector there are measures that are excluded from the scheme, for example, replacement boilers.

Means tested qualification

As an installer under the ECO3 scheme, you can offer energy saving measures through a grant, however the criteria for qualifying under the scheme is means tested.

Whilst this may seem complicated, it is worth remembering that it is the tenant of the property, and not the landlord, who will be determined eligible for assistance under the scheme. It is also the responsibility of the tenant to gain consent from the landlord before any approved improvements to the property can be made.
